Foroughi also served multiple terms as prime minister during a critical period in Iran’s modern history. In 1925 he helped manage the political transition that ended the rule of Ahmad Shah Qajar and led to the establishment of the Pahlavi dynasty under Reza Shah. Later, during the Anglo-Soviet invasion of Iran in 1941, he again became prime minister and played an important role in stabilizing the government and arranging the transfer of power to Mohammad Reza Shah Pahlavi after Reza Shah’s abdication.
