A combination of political, financial, and organizational difficulties meant that countries such as Bahrain, Cameroon, Cyprus, Eritrea, Fiji, Gibraltar, Kenya, the Maldives, Mongolia, Montenegro, Samoa, Somalia, and Uzbekistan did not participate this year.
